Sounds like the layout is not associated with the sheet set.Verify that the layout (sheet) you see in the SSM is the exact same filename and path of the drawing that you are working on.Instructor Katherine Ming demonstrates how to create your template and sheet set files, including how to add the title block, properties, and text fields.
Fields in xrefs are updated based on the host file, not the source xref.
She then explains how to make the view frames—which indicate what section of an alignment will show in the plan view on the sheets—and work with plan and profile sheets.

The title block is an xref and all looks good with the dynamic blocks set up. However, if I add a new sheet, the title block is the updated version... I've updated the title block with issue date as well as a key plan. But when I open the existing drawings, the title block is NOT updated to reflect the changes. I'm not certain if it's entirely the same, but, I recycle sheet sets heavily.

Opening a drawing file for a new set doesn't cause the fields in the titleblock to update, I have to open the SSM, hit 'refresh' and then it will update. I've never been bothered to run a script through the set to automate that refresh, but, that's what I would advise others to do if the irritant is the same as what I've described.
